The Thornton Farms resident Board of Directors is pleased announce that we have unanimously gone into an agreement with Smith Service Station to service our community with parking enforcement moving forward.
What does this mean for you? If your vehicle is parked in either a no parking zone, within 15’ of an intersection, fire hydrant, stop sign, or blocking access to any mailbox posts or in violation of any of our seasonal parking restrictions for our community then it will be impounded and towed away at the owners expense.
The HOA will not be refunding or reducing any costs incurred from improper parking within our community, the entire community has been given plenty of warnings far more than anyone would ever expect to receive from any community.
Overnight patrols and parking enforcement will begin this week without any further warnings.

If impounded you can expect to pay according to the following pricing schedule:
$150.00 for flatbed hauling
$100.00 for wheel and hook
$20.00 day storage impound fee.

On Thursday 2/20/14, Vitale's, our snow plow contractor will be in the community between the hours of 10am and 3pm to conduct some widening of the streets in the community. With the temps reaching the low to mid 40s, this is a perfect time with the softer snow banks and melting snow to do some street clean up and some widening in congested areas of the community. Please make sure that all vehicles are removed from the streets during this time as the plow crews and trucks will need complete access to all the streets. Any vehicles remaining on the streets may be subject to towing and fines.

Snow Emergency - Notice of Intent to Tow

As of midnight, tonight, Monday 2/17 the tow company has been authorized to tow all vehicles parked on the streets at the owners' expense. This is so the plows can clear the roads quickly and for the safety of the community. As a reminder, cars can park 2 deep in driveways and there is overflow parking available in the lower clubhouse parking lot.

A Snow Emergency has been declared until at least March 31, 2014 or until further notice.
No Street Parking will be allowed
With the record amount of snow and the anticipation of more to come, we have to enact these emergency measures for the overall safety of our community
Short term street parking is allowed providing a resident is actively clearing snow from their driveway and or sidewalks, and when the snow removal company is NOT actively working within our community; Please limit all short term parking to no more than 60 minutes at a time. Overnight street parking is prohibited and any vehicles parked on our roadways between the hours of Midnight and 6 AM will be subject to automatic impoundment from the towing company at the owner’s expense.
Co-owners and residents will be allowed to park their cars two vehicles deep in their driveways, allowing for parking to extend over the sidewalks where necessary. But the residents are still responsible to make sure that any sidewalk traffic is allowed to pass around the vehicles as safely as possible; even if that means that they must clear extra snow on their extension’s or lawns for people to walk around the cars. Long term and overnight parking will be allowed in the lower level of the clubhouse to any vehicle that is correctly licensed and insured to an address within the community, until this snow emergency/snow season is over. Any vehicles with invalid license plates, no license plates or are not cleared of snow and moved every 72 hours will also be tagged as an abandoned vehicle and impounded.
The Board of Directors has also approved our snow removal vendor to widen our roads as much as possible, which will mean that the service vehicles will need to obtain speeds within our community in the excess of 40MPH to break free the accumulated snow and ice. Please make sure to exercise caution while outside during these snow removal times and please make sure that your children and pets are at a safe distance from the roadway when this is occurring.
When this road widening happens, snow will be pushed back into your driveways as well as on your sidewalk. This is a normal event when this much snow needs to be moved, and you will be required to clear your sidewalks and driveways. Any co-owner/resident that pushes snow back into the roadway will be assessed a fine up to $500 from the HOA and any additional costs the HOA incurs from having our vendor remove the additional snow will also be billed backed to the co-owner.
Co-owners are responsible for all snow removal from their sidewalk and completely around all Fire Hydrants, failure to remove snow within 24 hours of the end any snow fall can result in fines up to $500 plus the cost to have our vendor remove the snow for you. Trash cans also are not allowed to be placed in the roadway at any time, they must be placed in the extension between the sidewalks and the roadway. Placement of any trash can or recycle bin in the roadway can also result in fines being assessed to the co-owner. This requirement is so our snow plow contractor has full and safe access to the entire roadway while clearing and removing snow.
These rules are being enacted for the safety and wellbeing of all residents in the Thornton Farms Community
